Our approach
Pacific Partnerships is committed to building the local energy industry, ensuring our presence in the Western Downs contributes positively to local communities and businesses.
We want to help create jobs, grow interest in the clean energy industry, support local organisations to care for their communities and share benefit locally.
During construction and operation, employment and contracting opportunities will be available for Western Downs contractors, suppliers and businesses.
We are continuing to monitor ongoing local opportunities with housing, education, employment, health, community safety and seek to support local organisations who are making a positive contribution to current and future initiatives.
Pacific Partnerships is committed to ensuring our approach to engagement meets local expectations and is dedicated to sharing and exploring opportunities in the Western Downs through the life of the Hopeland Solar project.

Capacity Investment Scheme Agreements
Hopeland Solar Farm has been named as a successful bidder in Australia’s first national renewable energy tender.
Known as the Australian Government Capacity Investment Scheme (CIS), the program provides a long-term revenue safety net that decreases financial risk for investors. This ensures more renewable energy projects get built.
Bids for the Capacity Investment Scheme were rigorously assessed through a fully independent third party, AEMO Services Limited, based on the project’s likelihood of lowering wholesale energy market prices, how well it helps deliver system reliability, and proposed benefits to local communities and First Nations Australians, including through using locally sourced project materials and supplies, and job creation.

Our commitment
Hopeland Solar project is committed to developing relationships with the private sector, community organisations and Western Downs Regional Council to deliver sustainable economic and social outcomes.
We are working with Western Downs Regional Council and passionate about aligning our approach to local needs. The project team is committed to meeting the expectations set out in the Communities Partnership Framework.
Benefit sharing
Community benefit sharing is about creating a positive legacy in the local community. Benefit sharing also needs to be tailored to local circumstance, culture and need.
Pacific Partnerships is committed to ensuring its approach to engagement meets local expectations and is dedicated to sharing and exploring opportunities in the Western Downs through the life of the Hopeland Solar project.
We want to do things right, starting with speaking to those who are part of the community and building our understanding of what matters to locals and what they need.
We are currently developing a Benefit Sharing Framework in consultation with local stakeholders. When this is finalised, we will provide more information on this page.
